With Estatik PRO or Premium plugin admin or users who registered as agents on your website can submit listings via front-end of the website. The video below demonstrates frontend managament feature in action:

Admin or agents can add listings configuring preset fields. They are allowed to add their own features and amenities but they are not allowed to create new categories, types, statuses.
Agents can upload via frontend images and add video. They can also edit, delete, publish/unpublish their listings.
